I see it in a shared playlist (attached) and it makes it so much easier to scroll to the playlist I want

How do I add my own ones?

You can customize your playlists' title with emojis if you'd like. Simply follow the steps in this Spotify Answer from your Android device to edit your playlist's title and add the content you'd like to see there.
