It should only be tablets with <7" screen size that can only shuffle play. I recommend you contact Spotify Support using the form here.

You will get an automated reply at first, however if you need to chase them just reply to the email as it does get monitored.

Try to find the spotify version 4.0 apk somewhere. I have three different tablets (all > 8 inch and with 2 different accounts), but with the newest version I can only shuffle, with v4.0 it's working as it should. Don't forget to disable automatic updates in play store, or it will update the app and break everything again.
