Local songs on playlist won't sync to phone

My Question or Issue

Recently i added a local song to a playlist, when syncing it acts like it is downloaded but remains greyed out and unplayable i tried re downloading the playlist but this broke the other local songs i already had synced.

i have tried Reinstalling on PC and Mobile, Allowing spotify through Firewall, Disabling Firewall, Moving the local song folder/files around, checked my network was on private and also waited for spotify to release an update.

none of these have worked for me and i can't find another solution can i get some help here?
