Max Volume too low.

I have a Note 4. When you play a track, for a split second its high in volume then adjusts itself back down.

Why does Spotify limit the volume like this?

Is there anything I can do to adjust it? I've tried a number of volume increasing apps, they don't work.

Have a look at the last few topics in this forum. You'll see that the issue has been identified and an update rolling out

Still way lower than my default music player on my phone.

What version of the Spotify app are you running? If it isn't 2.8.0.1081 then it's not the latest version and doesn't include the fix.
