My music couldn't be downloaded using cellular

I tried to delete all cache and reinstall my spotify, but it still couldn't downloaded songs to make it offline. It keeps asking me to turn on the "download using cellular on". I have turned it on, but still couldn't download any song. I'm using premium, I'm using Android, I have 16GB left on my storage, but why? I tried to use wifi, and it can download automatically. But why I couldn't download anything using my cellular? I hate it. Please help me.
