Among my Android Spotify settings I have one called "Sincronizar por móvil - Desactivar recomendado (Synchronize mobile - Off recommended)". What is that option for?

This is known as 'Sync over cellular'. It means if you mark a playlist to be available offline then it will download the tracks using your mobile data if this option is enabled. If you leave it as disabled then the app will wait until you are connected to a WiFi AP and will only use WiFi to download offline tracks.
