Playback will not launch in geolcations where phone is unlocked

My Question or Issue

I've noticed playback in my car does not function at work or at home. My first thought was low strength wifi. But now I think it has something to do with notification security settings and the geolocations I set for my phone to be unlocked in at all times. This may be an android issue, not sure, but thought I'd put the idea here.

Currently turning off all Smart Lock features, trusted places and devices, on body, voice and face unlock. Leaving pin security as only lock setting.

Still having issues with playback. Not related to smart lock features. If screen is off, car bluetooth and headphones will not trigger playback. Google play seems to work fine, thus this is spotify issue with OnePlus 7 Pro.
