Playlists "Waiting To Download"

My Question or Issue

So I have many playlists stuck on "Waiting to Download"

I have done a clean install over 10 times, the tenth time I tried downloading a playlist one at a time. I got to the last 5 playlist and when I click on download, it loads around 3 songs and then gets stuck on waiting to download. 

Its been 4 days and still they are stuck. Spotify have reset my cache from their end and still has not fixed the issue. 

I have not battery saving apps or anything that could cause a problem when downloading. I also have plenty of space and none of my playlist are below the limit of songs in a playlist. 

What I have noticed is that some new songs that I add to a playlist will eventually download but some songs that I added prior to that are still stuck!!

This is becoming beyond frustrating as I never used to have issues, I have only noticed the last few updates from Spotify or even the android 10 update.

Has anyone else had or having this issue?
