Spotify changes the storage location every boot from external SD-Card to internal storage

My Question or Issue

 Spotify changes the storage location every boot from external SD-Card to internal storage. So when i store my Music on the external SD-Card it starts downloading again after a reboot and place the music on the internal storage. I think the issue is, that the SD-Card gets mounted to late and Spotify-Daemon startet to early. I found this thread in the forum which is more or less the same issue, but i am not able to switch the app location to the SD-Card on Android 8.1/9.0.
