Spotify on my Android E4 phone is not showing paired devices in Spotify connect

My Question or Issue

I am running Spotify on my Android phone and

Everything thing worked fine for a couple weeks then Spotify connect did not show my paired  devices (phone or Bose revolve plus) in the connect menu. After a couple hours of tweaking, I got Spotify connected to my Bluetooth speaker. It plays music and remote controls work fine. However despite this obvious connection, the connect device menu still does not show my phone or my Bluetooth speaker. I have been troubleshooting my Alexa echo and that has connection problems too. Any help would be greatly appreciated
