Starting to think Spotify Premium is impractical for my situation

I have a 16GB iPhone 6.

It seems that I can't really download very much music to my phone.

On the other hand, it seems I can't really play much music offline without blasting my data usage through the roof.

What sort of solutions are there, if any?

I think there's no way around this other than using wifi as your network to download your offline music. Making a playlist of your favorite tunes and download it would also be helpful in saving storage and data usage rather than downloading an entire album.
