Poor audio and friend activity not working on laptop. Changes in settings don't seem to be applying

For a while now the spotify app on my windows laptop has producing very poor audio and even though I have turned on share my activity, friend activity is not updating at all. I know some of my friends have this turned on as well, so I don't know why it is not working. It just suggests to go to settings to enable sharing my activity. The audio also doesn't improve when switching to high audio quality in the settings. It seems like the changes I apply in the settings are not applying at all. I have tried a clean reinstall, but this did not change anything
