Still cant change country

I started this spotify account about 4-5 years ago in Turkey. I've just moved back to the states and want to be in my brothers family plan. We live in the same house.

However, I can't change my country. It's grayed out. My location settings are on, I've opted out of premium, logged out and back in, cleared cashes and tried changing it on 2 different browsers both on mobile and on pc.
