How is the selection of featured accounts in the follow tab made?

Is there any form on the site where a people can apply for being his account featured like the VIP form?

Those recommendations in the Activity bar are based on a mixture of the most popular artists on Spotify and artists that the people you're Following are also Following. A way of promoting a particular artist would be interesting though - similar to Promoted Tweets on Twitter I guess? - so it's worth creating a new idea here.
