[All Platforms] Explicit filter white-list Artist ability

The explicit filter is great for the family plan, but there are artists that whilst they may drop the occasional swear word, we're very much ok with them listening to those specific artists.

So my idea is that the family plan admin should have the ability to authorize specific artists for the family. By default everything explicit is filtered but we allow the artists we know and trust to still allow all their songs to be heard.
