[Desktop] Bring Recently Played Playlists to Top of Sidebar

Would love the option to have a fluid & comprehensively updating playlist sidebar so that the playlists that get the most love and plays from us float to the top.

This seems more intuitive for listeners and is much easier than manually dragging and dropping. It's also different from Recent Artists because of listeners that are track and playlist-geared rather than album or artist geared. Playlists most often played on top please, for when we go through those cycles of different artists and mixes!
