Okay so there's a Thai band called Silly Fools that has an album on Spotify called "The One". The thing is, the band has two versions of this album: an English language version and a Thai language version. However, only the English version is up on Spotify. It seems kinda strange that the Thai version isn't up there too. Since Spotify isn't even available in Thailand, there's no reason to only allow access to the Thai version of the album for people in Thailand since there is no Spotify in Thailand anyway. Therefore, there is no reason to restrict it either. I also don't believe that the band specifically wanted only the English version of the album to be available for listening either, since we are able to listen to their various other Thai songs anyway.
I think there was some mistake when the band released rights to Spotify, that Spotify didn't take notice of the Thai version of "The One" album and forgot to put it up on their band page. Also the album isn't even named correctly since it's just called "ONE" on Spotify while the actual name includes the word "The".

The reason it isn't available probably has more to do with liscensing than anything else (https://support.spotify.com/is/article/Content-missing/), contacting the artist could be an easier way to figure out why the Thai version isn't on Spotify.
In response to the incorrect naming of the album, you can report that directly to Spotify here: https://support.spotify.com/us/contact-spotify-support/. I have already contacted them about this issue for you, but if you find other ones please report them there.
