Spotify would love to have all the world’s music available to everyone. However, some artists and tracks aren't currently available.

I'd recommend reading this article for more info. Note thousands of songs are daily added to Spotify so these songs may be uploaded in a near future. 

You can also download that file and stream it as a local file on Spotify you can learn how to do that here. And, as you suggested, you can also reach out to the artists through their social media and tell them to upload their tracks to Spotify.
