When will this album be released to everyone in the US? I saw it was released to people in  other places.

It depends on the artist's negotiations with Spotify usually. I once waited two months for an album on Spotify. Most likely, negotiations are still being worked out. Happens a lot with more well known artists. Just be patient!

Yea it sucks.I've waited almost 2 months for Florida Georgia lines new album when it came out.Ive notice some make listeners wait like a month or 2.Others like Cole Swindell he comes out super fast on Spotify
