How can I make the local files that I added to my playlists avaliable for my followers to play and listen to?

Sadly, Spotify can't help you there. If you think about it, although it might seem tempting as an option, the whole rights management thing makes this impossible - Spotify can't very well manage the digital rights to your local content, and as users, we don't have a license to distribute content.

Your best bet would be to lobby the artists and labels that are missing from Spotify so they can get on the streaming train and bloom in your playlists.
