Why can’t I download The Doctor by the Doobie Brothers?

I found a song and Spotify will not let me download it and I don’t know why? If anyone has a answer let me know thanks.

Sometimes the song you’re looking for is unavailable due to licensing or it might not be available in your country.

I find the answer to this question hard to believe. Why would one song from an album not be available? Due to licensing? Come on, that's a lame answer.
