how to access Spotify account on my Desktop

I have a Spotify account that I use entirely on my phone and have created playlists.  I am trying to access it on the desktop so I can reorder my play lists.  But when I log in on the desk top I am able to do so, but I only see account information.  I do not see any of my playlists or a place to search music.

If this is too complicated, can someone just tell me how to reorder songs with in a play list on my phone.

You can either download the Spotify application on this web page, or head to the Spotify web player here to manage your music.
