My Question or Issue

my dad has been blaming this problem on spotify itself but me and my mom ran some tests and it seems to be bypassing the volume limit of the computer itself. we can't restart the computer because he keeps his laptop open like a fanatic talks of their obsession. you all got some ideas for how to fix this? happens without any outside interaction and is always a different song.
