Can't change playlist name or view title on desktop

For some reason i can't change my playlist names via the desktop nor can i view the title at the top of playlists. I have tried this on 2 different computers. Tried it on my works laptop with windows 10 and tried on my macbook.

My friend logged in on my mac and works fine so i think this is an account issue. I have attached two photos. One of me right clicking on a playlist and another at the very top of my playlist.
