My Question or Issue

 My Discover Weekly was created with a song I had previously disliked.  I thought that was the whole point of the dislike button.  What gives?

I have had the same thing occur in my Release Radar and Discover Weekly playlists. 

The best you could hope for is contacting support @SpotifyCares, and attempting some answers there. They're usually pretty quick to answer.
