my volume is extremely low on both my phone and computer. I can’t stream to Bluetooth in my car or my echo dot— because I can’t hear it. I did a fresh restart of both apps and checked they were up date. Still having issues.  Is it just me?

Can you confirm if you followed these steps? This will make sure there's no old cache files causing this.

 

If that doesn't do the trick, can you log in on another device to see if the issue persist?
