How to make playlist folders?

I used to make playlist folders but I can't figure out how to do that now.

Hello there,

On the left side, click right on any platlist title or other folder name and select 'Create folder' in the popping menu.

This doesn't work for me.  I click on a playlist name on the left and get a dropdown menu, but...  In my dropdown menu I get:

Play

Add to Play Queue

Rename

Share

Start Radio

Copy Spotify URL

Delete

...nothing at all about folders.
