Importing playlists from Spotify to PC/Android or vice versa

I have a Chromebook using Chrome OS which doesnt allow a desktop versoin to be downloaded, so how do i get my playlists from one to the other without having the device option in my Spotify.

Playlists themselves synch automatically across devices so creating a playlist on one platform means that it will appear on any others using the same spotify account.

If you want to download spotify tracks, you can do that from your android - steps in the FAQ. 

If you want to synch your own local files to the android, this is only possible through the desktop client so you'll need to use the stock music player to listen to MP3s you own.
