Not receiving notification of new music by the artists I am following.

For several months now, I have not been receiving notifications when an artist I follow releases a new song. Also, now with the new Spotify update, I don't see a number on the side of a playlist, which make it impossible for me to know when people update their playlist that I am following. 

Are there any solutions for these issues?

This feature is not in the new version.
Spotify plans to bring some features back, but it is currently not known if the feature you mentioned will be coming back.

If you get an automated reply email telling you to check the help section or the community, you need to reply back to it, even if it's from a no-reply address.

Support usually replies within 24-48 hours.

I am experencing the same problem. I have posted about it at https://community.spotify.com/t5/Help-Desktop-Linux-Mac-and/Not-receiving-notifications/td-p/1022910... I have e-mailed them about the issue as well, but they just won't fix the problem. It has become obvious to me that they just don't care about anything other than getting new customers. They aren't interested in adding new features or fixing relevent issues.
