Playlists not listed & Cannot add songs to most playlists

I've been using Spotify for 5 years and have never had this issue.

When I click the 3 dots on my desktop to add a song to a playlist, only a handful of playlists show up and there is no scrolling.

When I try and drag and drop that song into a playlist, only about 20% of the playlists allow me to drop that song into. 

I am fully online, so it's not about offline playlists. My account is up to date; I'm a pro user. This is annoying.
