Songs Glitching Out on Laptop, but not on Mobile

My Question or Issue

Spotify songs on my laptop are routinely glitching out, meaning I'm hearing digital pops & scratchy artifacts over the music. Oddly, the same song on my iPhone does not have the glitches or pops. I figure this must be a laptop issue. My device is old, but it's suped up with a good Solid State drive.

I'm running High Quality Streaming on Spotify and I've tried the same song with it downloaded and playing in offline mode and it's still glitching. 

I'm open to reinstalling audio drivers and Spotify software if that would help.
