Local files: Spotify on Catalina

After updating my Mac to Catalina, Spotify have requested access to my downloads folder. Any ideas why?

Hi there, this is because, in Spotify settings, your downloads folder is being synced to Local Files. You can turn this on or off by clicking the switch on the right-hand side.

I have a seperate issue, but the "start a topic" wouldn't work for me.  The cookie preferences link :  https://www.spotify.com/us/legal/cookies-policy/. is showing a 404 error.  Also - the "Start a topic" under Mac desktop is not working.
