Add to playlist not showing up on desktop app but showing up on phone app

When trying to add a podcast track to a playlist, I am not seeing the option to do so when I click on the "..." in the track.  It works on my phone, by not on my desktop app.  I am trying to download the tracks for offline purposes onto my surface pro instead on my phone.  I would like to not use the work around of creating playlists on my phone and just be able to use my surface.
