App forces song redownload on Laptop

So I've had Premium for almost a year now, and this is the 3rd or 4th time this has happened.

I opened up my laptop this morning to start playing music. I have poor internet, so it says there's no internet connection. Sweet, no problem, Spotify has offline mode so I can listen anyways. Turns out every singe one of my songs are greyed out in the app and I have to redownload all of them.

My internet sucks. It's satellite, with 40Gb total a month. Can't afford to be doing this every 3-4 months. For context on the quality of this internet. Steam has been downloading a 27.1Mb game update for an hour now. Yes, 27 MEGAbytes for over an hour. I have over 1500 songs that need to be redownloaded, and the internet keeps cutting out. I just want to listen to this darn music. I pay you people so I don't have to be doing this all the time.

Is this a bug or am I doing something wrong? I have zero problems on my phone to play offline. This only happens on my laptop (Win10).
