For some reason I can't get my spotfiy to go online or even log in on my computer.

The only time it will work is when I use my vpn on this computer.

When that is not in use it will stay offline and I can't even access the spotify website to get the software to log in after I have logged it out.

It will work on other devices on the same network.

I understand your concern. Please make sure that Spotify has unrestricted access to the internet for it to work.
