Can't watch videos on Android Device and Desktop App in Austria

My Question or Issue

 I can't see and play any Videos on any Platform (PC or Andoid Device) via Spotify!

The Release of Spotify Video was in 2016, now we have 2018 and i can't believe, that it takes so long to provide the feature for everyone.

In Germany the feature is already available. Why not in Austria? Or is there some other Bug on my Devices?
