Downloads not showing up across Windows Users

My laptop has three users on it: my personal account, the account I use for college, and a family account. I downloaded my three playlists worth of songs to the College Account so I don't take up wifi while doing work. My offline works perfectly in the College Account but when I log into my Personal Account I cannot access any of the offline content even though I'm logged into the same Spotify User on both Windows Users. 

Is there any way to fix this situation so that I don't have to download the same files twice?
