Error 13

So I moved my PC from my house to another house, but now all of a sudden my whole Spotify isn't working and it says something like: Can't install because the required files can't be made, error 13 -> Something like that, I'm Dutch and the translation probably isn't 100% correct. But does anyone knows how to fix this?

Same "error 13" on Win10Pro after normal Spotify restart to let it update itself.

Never had any problem with the updates, now full removal and reinstall does not work either.
