I can't do literally anything with spotify on my computer (not exaggerating)

My Question or Issue

I can't run spotify. It does not show as running in my task manager. I tried running it as administrator but to no avail. I tried to uninstall and reinstall but I literally can't even uninstall it. When I do try, it shows the loading cursor for a half second but nothing happens. I am able to uninstall other programs however. I also restarted my computer and my router. I am at a loss.
