Interesting. I too have observed simultaneous instances of this issue across multiple platforms and devices. Maybe it's nothing more than Spotify servers not ack'ing periodically, and the app acting as programmed in response to that error.
I figured this out for my wife's iphone. You have to go into the settings of the IPHONE NOT SPOTIFY!! Go down to the apps and find spotify. Click on it and you'll see that the "use cellular data" is checked off. Just turn that on and you're good to go.
