Local Files won't download on iPhone

My Question or Issue

Many people have the same problem, but most of the solutions I've seen don't apply to the problem I'm having. So Local Files USED TO WORK and I used to be able to download the music I had in local files but then suddenly it stopped working. I've tried going into the firewall, restarting both the iPhone app and windows app and even uninstalling the windows app. I really don't want to uninstall the iPhone app because I have over 65gb of music installed. Please help. Ask any questions, I just want this to work...
