Recently had to reinstall spotify. Program would just not start up. Now when I log in most all of my playlists are gone. Tried the basic tips - log out then log in. Checked the "if you deleted a playlist by accident". To make matters worse when I hit the "help" key in comes up in German. Honest I don't have time to learn German. Where are my playlists located?

Your playlists can be restored from your Spotify account right here. Under the Recover Playlists tab.
I wonder if you can't see them in your web player as well (open.spotify.com)...?

I'm sorry to hear that. Do you think it's possible that you're logging in a second account you might have?
Have you tried logging in other devices (mobile, web player)?
When you click here, do you see your account correctly?
Well you are on to something. I see the complete plalylist data on my phone, but not on my computer. My profile appears to be correct. So the problem appears to be with the desktop system.
Well, in this case you could try a clean reinstall of Spotify to see if this fixes the problem:
