No way to download local files

My Question or Issue

Because my computer has no wifi card, it must connect via ethernet to the network switch.  I am currently in college meaning that access to this network via ethernet and otherwise is limited. All other student internet needs are done on a separate network. In short, my iPhone and PC cannot simultaneously be on the same network. Without the ability to be on the same network, I am unable to download any local files. I haven't seen any solutions to this so far.

Howdy.

Tether your PC to your phone.

You'll find loads of articles online about how to do it. (Just search for "how to tether with iphone").

While your pc and phone are tethered:

Start up spotify on your pc, start up spotify on your phone.

The local tracks will download to your phone. It's a bit of a faff, I know, but it does work.
