Currently I can listen to Spotify on my iPhone, and I can cast it to my Google Home mini, and even can play it through connect on the Web player. However, It will not show up on the desktop app (I've tried both the Windows store app and the downloadable exe, both don't work). I am able to listen to music on the desktop app, but it will be completely separate from the other devices. I've tried logging out of all devices, restarting my computer, and switching all devices to offline and back online.

It's strange indeed!
Can you access the router's settings (homepage)? You should see a sticker on it leading you to it's address (usually similar to 192.168.1.1 or something), username and default password should be in the same spot.
You can try a different network too (mobile hotspot or whatever).
