Spotify Desktop Cant Play Current Song

My Question or Issue

I recently updated to Spotify Preium and I was able to play songs just like normal and be able to listen on my PC then pickup where I left off on my phone when I went out. Recently however, I can no longer use my phone to control Spotify on my computer and I can listen to two seperate songs on my phone and my desktop. My phone is able to stream all of my songs when my computer couldnt. 

I have reinstalled Spotify on my computer and my iPhone but not only does 'Connect to a device' not show up on either device my PC is unable to stream my songs.
