Spotify Won't work/uninstall

My Question or Issue

For the past two weeks, Spotify won't open on my desktop. When I try to uninstall it, it won't uninstall. When I hover over the shortcut, it it gives me the option to quit spotify as if it's open, but it doesnt show up on my task manager as a running program. I've tried to uninstall it by deleting the files, but when i try to reinstall it it's as if I never deleted it in the first place.

Any suggestions?

This same thing is happening on my desktop. Though I did notice this happened right after I upgraded my account. -_-

Go to file explorer search %appdata%. Then delete the folder Spotify, Then delete /Roaming from the search bar and then go into Local and delete Spotify.
