Whenever I try to play music in the Windows desktop app (Store) I get the message "Spotify can't play this right now". I have a Premium Family account in the UK.
Im on a Dell Alienwarere A13 with Windows 11 and trying to play locally.

Could you let us know if you're using any VPNs? If so, we suggest that you turn it off since it can affect the app performance.
On another note, would you mind giving a different internet connection a go to see if that makes the difference?
If the issue persists using a different network, it's well worth running a clean reinstall of the app on your PC to get rid of any cached files that might be causing trouble.
