Spotify not loading last state on start

My Question or Issue

Whenever I start Spotify it always starts with a blank state so I can't resume my last played playlist. The only situation where I can resume my playlist is if I don't shut down my pc. Even continuing my playlist on my phone after shutting down my pc is impossible (and vice versa if I just started my pc).

This is happening on both an install I have had for ~1 year, and a fresh install on a fresh version of Windows 10.
