Spotify won't download songs

On my PC, Spotify will no longer download songs. It's been working fine for months on this PC, but now it's stuck on track 1, and never gets further - Downloading 1 of XX (see snapshot below). This happens independently of which playlist I try to download.

- No, I have not exceeded the downloaded track limit. I even removed all previous downloads, but the problem persists.

- No, I have not synced to more than 5 devices (have only synced to two).

- Yes, I have attempted to uninstall/reinstall several times. The problem persists.

It's telling that I have seen this issue being reported many times over a period of many years, but I have seen no adequate solution / explanation.

Hey @that_thing thanks for reaching out to the community,

This has happened to me before on my Phone, I had to be connected to a wifi network to download, otherwise you must allow Spotify to download using mobile data.
