My Question or Issue
The volume bar feels useless in the left half of the bar, it's almost like it only starts halfway through the bar. Is this supposed to be like that?

Not really, it seems like the volume bar is exponential. I just want to know if it's supposed to be like that, because I've notice this in every Windows device with different speakers/headphones

Looks like the issue is with your system, not Spotify. Appears to be doing the same thing with YouTube. Almost like your max volume in your volume settings is set so low that there is not much difference in apps between full volume and zero volume.
